Shah said in 2019 that CAB would be followed by an all-India NRC and told the Rajya Sabha on 20 Nov 2019 it would be carried out nationwide, but the government has since told Parliament no decision has been taken and no nationwide NRC exists.

| Parliament | Lok Sabha, Ministry of Home Affairs (MoS Nityanand Rai, 30 Nov 2021) | Reply: government has not taken any decision to prepare NRIC at national level | 2021-11-30 | 'Till now, the government has not taken any decision to prepare National Register of Indian Citizens (NRIC) at the national level.' |
| Fact-check | BOOM | PM Modi's claim of no discussion by govt on NRC since 2014 is false | 2019-12-23 | BOOM reviewed statements by Shah, the BJP manifesto and Assam's chief minister and found NRC had been discussed since 2014, contradicting Modi's 22 Dec 2019 Ramlila remark. |
| News | The News Minute | 'There has been no discussion on nation-wide NRC': PM Modi at Delhi's Ramlila Maidan | 2019-12-22 | Modi said there had been no discussion on a nationwide NRC since his government came to power; Shah had said in Parliament on 20 Nov 2019 it would be nationwide. |
Government's response
Shah said the PM was right: there had been no discussion on a nationwide NRC in the cabinet or in Parliament, and there was no need to debate it. The government's position since then, in Lok Sabha replies, is that no decision has been taken.
Analysis
In April-May 2019 Shah repeatedly set out a sequence: the Citizenship Amendment Bill first, then an NRC. BOOM records the sequence in his remarks at a press conference (23 April), a rally in Birbhum (22 April), an ABP News interview (2 Oct) and a rally in Hooghly (1 May). On 20 November 2019 he told the Rajya Sabha that an NRC would be carried out across the country (reported by Scroll, The Wire and Deccan Herald).
After the CAA was passed and protests followed, Modi said on 22 December 2019 at Ramlila Maidan that there had been no discussion of a nationwide NRC since 2014. BOOM found that claim inconsistent with earlier statements. On 24 December Shah told ANI there had been no discussion in cabinet or Parliament.
MHA written replies in the Lok Sabha on 4 February 2020 and 30 November 2021 state that no decision has been taken to prepare a nationwide NRC. No nationwide NRC has been conducted. The plan was therefore stated, then not implemented, without a formal announcement that it was dropped.
The verdict reflects the stated plan not materialising rather than a ruling on the later statements; the two positions (April and November 2019 versus the later government line) are both on the record.

Notes
Verbatim Hindi transliteration as given by BOOM. No YouTube video ID found (The Wire says the BJP's YouTube channel carries a 23 Apr 2019 video; link not retrieved). Venue for 23 Apr 2019 is Kolkata per Outlook search summary, not confirmed in BOOM. Dec 2019 Lok Sabha CAB debate quotes were not verified against the official record. I did not check for any 2022-2026 MHA statements; the latest reply found is Nov 2021. Whether CAA rules (notified later) change anything was not researched. Verdict 'unachieved' with no deadline is a judgment; 'misleading' was considered but not used.
