Government's response
The government described the notification as delivery of the 2019 manifesto commitment; Shah posted that the rules would enable persecuted minorities from Pakistan, Bangladesh and Afghanistan to acquire citizenship.
Analysis
On 10 February 2024, at the ET Now Global Business Summit in New Delhi, Shah said the rules for the Citizenship (Amendment) Act would be issued and the law implemented before the Lok Sabha elections.
The Ministry of Home Affairs notified the Citizenship (Amendment) Rules, 2024 on 11 March 2024, five days before the election schedule was announced and before the first phase of polling on 19 April. The rules created an online process for eligible non-Muslim migrants from Afghanistan, Bangladesh and Pakistan who arrived by 31 December 2014.
BJP 2024 campaign material and Shah's own posts presented the notification as fulfilment of a 2019 manifesto pledge. On 15 May 2024 Shah said people had begun receiving citizenship under the rules. The stated deadline was therefore met.
One caveat: the Act excludes Muslim communities and its implementation was described by the U.S. State Department and others as something to be 'closely monitored'; that is a policy controversy, not a deadline failure.

Notes
The exact quote is a close paraphrase of the English-language reports (The Hindu, New Indian Express); I did not find an official transcript. The Hindu article is updated to 11 Feb 2024 but reports the 10 Feb event. 'Before the Lok Sabha polls' is taken as the 19 April 2024 first polling phase.
