Government's response

Nath grilled over highway target - Hindustan Times

In the Lok Sabha Kamal Nath said he had only promised to initiate the process of reaching 20 km a day within a year, that 20 km a day was impossible in the current circumstances, and that 12.1 km a day had already been achieved.

Analysis

The Indian Express (10 January 2010) quoted Kamal Nath saying highway construction was running at about 9 km a day and would be scaled to 20 km a day by April-May 2010. The Economic Times and NDTV carried the same target.

A PIB release of 9 November 2010 recorded average construction of 12.01 km of National Highways per day over June 2009 to September 2010. The same week, Hindustan Times reported that Nath was questioned in the Lok Sabha over the failure to meet the 20 km a day goal; he replied that the target had been to initiate the process within a year, and described 20 km a day as impossible under then-current conditions.

The 20 km a day pace was therefore not reached by the stated April 2010 date.
