Missed deadline Promise · High confidence
The 2009 deadline was missed: by May 2014 about 1.05 lakh of the 1.25 lakh unelectrified villages had been connected, leaving roughly 20,000 villages without grid electricity.

Government's response
The Ministry of Power reported that electrification works in 99,470 villages had been completed and 1,73,79,364 BPL households connected as of 31 October 2011.
Analysis
The National Common Minimum Programme committed the UPA government to completing household electrification in five years, by 2009. The RGGVY target was 1,25,000 un-electrified villages and 7.8 crore rural households, including free connections for 2.34 crore BPL households.
By May 2014, about 1.05 lakh of the 1.25 lakh villages that were un-electrified in 2005 had been electrified. The Indian Express reported 18,542 villages still un-electrified on 1 April 2015.
The CAG's 2013 performance audit set out the 2009 target. The government's own 2011 release reported 99,470 villages covered and a revised Bharat Nirman target of 1 lakh villages by March 2012, which also slipped.

Notes
The PMO speech page timed out during research; the BBC report and CAG audit were used for the promise and target. Village electrification is defined by the 2006 policy as basic infrastructure plus 10% household connections, not universal household access.
