Unachieved Promise · High confidence
Jalayagnam, launched in 2004 with 86 projects and a target of about 97 lakh acres of new irrigation, was found by CAG's 2012 performance audit to have been taken up without adequate planning and clearances and to have largely not delivered the intended irrigation potential within the term.

Analysis
Jalayagnam was the flagship irrigation programme of the YSR government, launched in 2004. It comprised 86 projects with an approved cost of about Rs 1.86 lakh crore; 74 projects were sanctioned between 2004-05 and 2008-09. The stated objective was to create a new ayacut of 97.46 lakh acres and stabilise 22.53 lakh acres, mainly in the drought-prone Telangana and Rayalaseema regions.
CAG's performance audit (Report No. 2 of 2012) reviewed implementation of the programme as a whole and of individual projects. It recorded that several projects were taken up without adequate planning and without clearances from agencies including the Central Water Commission, Planning Commission and Ministry of Environment and Forests, and that works did not achieve the objective of providing irrigation to the intended agricultural land.
By the end of YSR's term in 2009 a large share of the targeted new irrigation potential had not been realised, and spending continued well beyond the term. Press reporting in 2013 recorded that about Rs 80,000 crore had been spent on the programme as of March 2012.
