Government's response
The government stated the 11th Plan target was revised downward to 62,374 MW by the Planning Commission's mid-term appraisal and that 54,964 MW (88 per cent) was achieved.
Analysis
Construction Week India reported on 28 March 2010 that, after 21,221 MW had been commissioned in the 11th Plan to that point, Power Minister Sushilkumar Shinde said about 62,000 MW would certainly be achieved. Central Electricity Authority projections at the time estimated 62,374 MW with a high degree of certainty.
A PIB release of 3 September 2012 recorded that the original 78,700 MW target for the 11th Plan was revised to 62,374 MW and that 54,964 MW was achieved, which is 88 per cent of the revised target and about 70 per cent of the original target.
The 62,000 MW figure cited by the minister was not reached; actual addition was 54,964 MW.
