Manufacturing's share of GDP has stayed roughly flat or fallen since 2014 (World Bank: 15.1% in 2014-15, 13.5% in 2025-26; MoSPI GVA share about 17-18%), far from the 25% goal that the National Manufacturing Policy had set for 2022.

The data
Manufacturing, value added (% of GDP) (% of GDP) — Source: World Bank (World Development Indicators, NV.IND.MANF.ZS), Manufacturing, value added (% of GDP) - India. Target: 25 (25% of GDP (target year 2022, later restated)). Retrieved 2026-10-17 from the World Bank API. Fiscal-year labelling as for gdp-usd. Official MoSPI National Accounts shares of manufacturing in GVA differ (about 17-18% at constant 2011-12 prices per Rajya Sabha replies and press reports) because of price basis and GDP-vs-GVA definitions; the 25% target does not specify the basis, so both are shown in the claim evidence.
Government's response
Commerce Minister said the share of manufacturing will rise to 25% in the Amrit Kaal toward 2047, i.e. the goal remains but the date has moved.
Analysis
Modi said at Make in India Week in Mumbai on 13 February 2016 that the government wanted manufacturing's share of GDP to rise to 25% 'in the near future'. The figure comes from the National Manufacturing Policy (2011), which targeted 25% by 2022 and 100 million additional jobs; secondary sources describe the 2022 date as part of Make in India's objectives and later restated as 2025. The 2022 deadline is the policy's, not a date in Modi's quoted sentence.
The measured share has not risen. World Bank data give 15.1% for 2014-15 and 13.1-13.5% in 2024-26. MoSPI-based figures (constant-price GVA share) are higher, about 17.2-18.5%, but also show no sustained increase (17.3% in 2013-14, 17.3% in 2023-24). Both bases fall well short of 25%.
The government has restated the 25% objective with later dates (2025, 2030 or 2047 in various statements).
