True Statistic · Medium confidence
MoRTH data cited by Business Today put pre-May-2014 pace at 11.67 km/day and FY2017-18 at 26.9 km/day, matching the figures stated; the later switch to lane-km counting limits like-for-like comparison.

Government's response
The ministry's data show the pace rising from about 12 km/day in 2014-15 to a reported peak near 36.5 km/day in 2020-21 and about 28.6 km/day in 2021-22 (the latter figures via secondary reports).
Analysis
At Baghpat on 27 May 2018 Modi was reported to say that highway construction had risen from 12 km a day under the previous government to 27 km a day. These are national figures, not figures for the expressway being inaugurated.
MoRTH data reported by Business Today give 11.67 km/day before May 2014 and 26.9 km/day in FY2017-18, consistent with the statement.
The Wire notes that from 2018 the ministry began counting lane-km, so later and earlier per-day figures are not strictly comparable. A reported later peak was about 36.5 km/day in 2020-21.
